“You can’t be serious. You mean to say a conversation you had with your mom about keeping me where you begged and whined your case. That’s what kept me from being in some government facility.”
“No, don’t be ridiculous. I would never call Mom about something like that. You saw her. She would never agree to such a thing. I called Dad, who said yes, because, well, it’s me. He wasn’t gonna say no. I mean, how do you think I got us those Taylor Swift tickets? I’m Daddy’s perfect daughter. Mom just put all the stipulations on it. I mean, you saw how she is.” Sara said, slumping over onto the counter.
“That doesn’t change things. I’m basically your pet, and my whole life just boils down to being your pet. Do you have any idea how that makes me feel?” Jordan fumed.
“Are you saying you don’t like being my little man?” Sara said in an offended tone.
“No, well, I mean, Ummm,” Jordan said, fumbling for words on how to respond as Sara started laughing.
“Did you see his face, Ellie? He was like oh my god. How do I respond? You’re so easy to tease. But I can tell you’re being serious. So I won’t dodge your question. I can’t help how you feel, and I’m never going to be able to understand what you’re going through. As what you’re experiencing can’t ever happen to me. You are my little man now, though.”
“What does that even mean? Where does your little man sit in the hierarchy? As it seems like that’s just a nice way to say pet. As it doesn’t feel like I’m your equal.” Jordan argued.
“I honestly think of you as just part of the group. I mean, I care about you. I consider you family now. I listen to your concerns and take your wants and needs into account. However, I’m sorry, we aren’t equal. As ultimately, I’m in charge of you now. Just like with my parents are in charge of me. I’m not their equal because they ultimately have the final say, and I answer to them. So I guess the hierarchy would go Mom for obvious reasons, then Dad, then me, then Ellie, then you, then Mocha.”
“Ellie? She doesn’t even live here. How is that fair?”
“She’s here all the time. Even Mocha listens to her, and Mom sometimes puts her on the chore chart.”
“Ugh, don’t let me forget I have to take the garbage out. But her cooking is so good it’s totally worth it. Don’t think I didn’t see that pasta, by the way. You all better not have that without me.” Ellie said
“You realize I’m an adult. You know, respect your elders and all that, and I should be higher on that list.”
“But you’re my adult. As far as the government is concerned, you’re registered to me. You don’t even pay taxes anymore. Now, if we’re through with all this, we have chores and homework to do. So you wait here.” Sara said as she walked out of the kitchen with Ellie.
“I would pay big bucks to see him bossing Mocha around. Mocha’s such a butt.” Jordan heard Ellie say as both girls voices trailed off before he could listen to the rest of the conversation.

I think she is alluding to she had already talked to her dad about it when she had talked to her mother and while her father probably approved. She probably needed to also get her mom to at least be the slightest bit on board.
That could only mean that she talked to who’s-her-Daddy before calling the hotline, meaning she entered the conversation planning to ensnare him rather than help him.
